Steamfitter-pipefitter in 2026: compulsory almost everywhere, and what an oil sands rotation really pays
Certification is compulsory in eight provinces, Ontario asks for 9,000 hours, and on a 21/7 rotation at $50 an hour in Alberta a tax-free living-out allowance is worth $16,394 a year more than a taxable one. The numbers, with sources.
Refineries, upgraders, gas plants and steam-heated oil sands sites all run on pipe, and the people who lay it out, weld it up and keep it running are steamfitter-pipefitters. In most provinces, it's also a trade you can't work in without being certified or registered as an apprentice.
Here's what it takes to get certified in each province, and what an oil sands rotation leaves you after tax.
The short version
- Red Seal in all 13 provinces and territories. The national standard is 7,200 hours over 4 levels of school1.
- Compulsory in at least eight provinces: Alberta, British Columbia, Manitoba, Ontario, Québec, New Brunswick, Nova Scotia and Prince Edward Island. In those, you must be certified or a registered apprentice to do the work2.
- Ontario asks for 9,000 hours, about five years, against 7,200 nationally3.
- On a 21/7 rotation of 10-hour days at $50 an hour in Alberta, take-home is $114,913 a year with overtime at the legal minimum. A $150-a-day living-out allowance adds $24,556 if it's taxable and $40,950 if it's tax-free4.

British Columbia came last and moved fast. B.C. had no compulsory trades until December 1, 2022, when steamfitter-pipefitter was among the first seven trades of its Skilled Trades Certification, with a one-year transition for uncertified workers5.
Ontario is the long one. Steamfitter (307A) is compulsory there: you need a registered training agreement or a certificate and must appear on Skilled Trades Ontario's public register. The program is 9,000 hours3.
Alberta trains where the work is. Its classroom training is offered at ten schools, including Keyano College in Fort McMurray, in the oil sands region6.
What an oil sands rotation pays
Rotations differ by site and employer. Here are two examples at $50 an hour in Alberta, with 2026 tax4:

Before any living-out allowance. "Averaged" counts overtime only on hours above 44 a week averaged over the rotation, which Alberta allows over up to 52 weeks7.
The 21/7 at the legal minimum leaves the same take-home as $77.81 an hour on a regular 40-hour week.
The allowance question: taxable or not?
Camp jobs may come with a daily living-out or site allowance. Whether it's taxed makes a big difference. Some allowances for board, lodging and transportation at a special work site can be left out of your income, but only if the conditions are met: the work there is temporary, you keep a home elsewhere that's available to you, the distance means you can't reasonably go home every day, and you're away for at least 36 hours. Your employer and you sign form TD48.
On the 21/7 above, a $150-a-day allowance comes to $40,950 a year. Taxed, it lifts take-home to $139,469; tax-free, to $155,863. That's $16,394 a year from the same allowance4.
One more thing for fly-in workers: your provincial income tax follows the province you live in on December 31, not the province you work in9. A Newfoundland or Québec resident flying into Fort McMurray pays their home province's income tax when they file.
Moving to Alberta
The trade is Red Seal everywhere, so a Red Seal endorsement lets you work in any province without another exam10. Alberta is compulsory, though: have your certificate recognized before you start. Our calculation with the rotation pay calculator: $50 an hour, 52 weeks from a Monday, overtime at 1.5 times after 8 hours a day or 44 a week (whichever gives more, Alberta's minimum), 2026 federal and Alberta tax, CPP and EI for a single employment income.
